Shafaq News/ Chairman of the Islamic Supreme Council Monday, supported the formation of Regions and decentralization in the country, as he emphasized that the full sovereignty of the country, associated with preserving Iraq's dignity and its citizens, urging the government and political forces, to have  a comprehensive review of the security file before the U.S. withdrawal scheduled by end of the year.
The head of the Islamic Supreme Council Ammar al-Hakim in the prayers of the Eid in Baghdad attended by "Shafaq News", "We are all accustomed in every Eid to stand to review our public walk in the march of Iraq, and that there is a positive atmosphere in our work during the past period, but there are steps which are not achieved that we must achieve. "
"The state project of the  new Iraqi ensured decentralization of governance, and this is what was voted by the people at the birth of the new constitution, but this delivery needs to complete the project and we have a long way to go in." He said, stressing that "The federal administration is a constitutional right, but this right depends on timing and safety measures. "
The Chairman of the Islamic Supreme Council said that "The right to form regions came after in-depth study, but as long as the extreme centralization is one of the reasons for domination and monopoly of power, and from this point , the constitution put federalism in order to avoid one-authority and one governance", "We renew our support of federalism with the study of times and sensitivities that accompanied, and the final say in this remains in the hands of for our people. " He added,

U.S. withdrawal should be a catalyst in the capacity of building.
The Supreme Council head touched the withdrawal of the U.S. troops by the end of the year, and said that " The remaining time for the  U.S. troops withdrawal is several weeks, and it must be a catalyst to build capacity, and to maintain the dignity of Iraq. Iraq is able to protect itself and its citizens and it can restore sovereignty" .
" There must be a comprehensive national  look by the government and the political forces and to improve the security problems before the withdrawal of U.S. forces, and the security services must be cleared from those who do not believe in the political process and the corrupters," Alhakim said ,pointing out that "Iraq will remain keen to build relationships with and between countries in the region and the world, and will move away from what may mar the relations. "
He expressed the need to "fill the vacant security ministries by the withdrawal of U.S. forces, and the development of intelligence effort to maintain security and stability in the country."
"Social justice is a diminished right for the Iraqi people"
The President of the Supreme Islamic Council stressed on social justice as it is  guaranteed to all, but " it is imperfect right for the Iraqi people, we need to install it, for the rich are getting richer and the poor are  getting poorer."
He called to improve services and reduce the administrative controls in different aspects of the state to deal with this file, asking, "How can we strengthen confidence in the government while the people did not see service?".
"unemployment is a large problem , and there are armies of the unemployed of the young  owners of certificates from various groups looking for solving their problems while government appointments can not solve it . The matter  needs to have a strategic economic view  to provide jobs for the unemployed.
He warned of the financial and administrative corruption which  is rampant in government departments and institutions, and said that "financial and administrative corruption shift from the phenomenon to the terrorism threat to the people, and penetration to various government departments and institutions and we must stand against it and we need plans to treat this epidemic cancer" .
"We need a new Arab League ;"
The President of the Supreme Council turned to what is happening on the Arab scene and said, "We would like to direct our message to the Arab brothers, that the current events represent a new life for the Arab peoples, where thrones of the  regimes have been shaken."
"We need a new Arab serious league and need a new style of media to be able to address the public awareness of the Arab and interacts with the new Arab world and what is happening now is to break the old molds by the collapse of the regimes that ruled during the last period." He said .
