Shafaq News/ The issue of establishment of regions contained in the Iraqi constitution is  interacting these days to turn to really inspire the dreams of the heads of many of the advocates of it. After the issue of the actual regions had been confined to Kurdistan, which had held qualities of the region since the uprising in 1991 and the withdrawal of the former regime from Sulaymaniyah, Erbil and Dohuk , the issue of the regions have been raised only these days.

The call of the establishment of Basra region in the previous years was previously rejected as it was supported by only 10% of the population of the governorate , and it seems that things are now going in another different direction from what happened in the past.
The issue of transition to the regions was raised through the statements made by House Speaker Osama Nujaifi, as he said  in the middle of this month that Iraq suffers from state intervention in its affairs so it is likely to be the field of sectarian conflict in the Middle East.
He added in an interview broadcasted by British BBC during a visit to London the capital that "The Iraqi house is not uniform, it is in a transitional stage and all need time to be aware of their rights," adding that "The Sunni in the country are frustrated and feel they are second-class citizens as many of them will be pushed to claim the establishment of geographic regions which are non-sectarian.
However, a lot of reactions was raised on these statements of Nujaifi, and some accused him of promoting the establishment of a Sunni Region.
The governor of Nineveh Ethiel Nujaifi Illustrated that  his  brother the Speaker of Parliament, by his statements about the Arab Sunni Region "does not mean the demand for secession," but a "warning" of  the marginalization of a group of Iraqi society.  The measures of the federal government to expel professors and staff from Salahuddin and Nineveh, and the detention of large numbers of "Saddam's Baath" elements  in the words of the government came to make the situation strained . So the Council of Salahuddin governorate voted on 27^th of  this month, unanimously, on  counting the governorate as  economically and administratively independent, within "a unified Iraq," as the decision will have its political impact.
The Vice President of the Council Subhan Mullah Chyad recited a statement affirming that "Because of the central government's irresponsible policy against the sons of Salahuddin Region , and processes of exclusion and marginalization that targeted them , as well as depriving the people of the governorate from the national benefits in the  political and economic fields , the governorate council voted unanimously of the audience to move towards  making the governorate independent Region . "
The Secretary of the Governorate Council Niazi Mu'mar Oglu declared that the Council "would approach the central government on the implementation of the resolution, and will do the administrative and economic region," that was voted by more than two thirds of the members of the Council.
However, Prime Minister Nuri al-Maliki, who was known by refusing the idea of ​​forming regions at this time, stressed that the Council of Ministers will reject the establishment of the Region in the governorate of Salahuddin, indicating that the application is built on sectarian grounds and the protection of the Baathists, while pointing out that the governorate has been a hotbed of terrorism.
In the face of fears of the frightened of the emergence of regions, a statement of the governor of Nineveh Ethiel Nujaifi likely came to postpone the final decision about the Region of Nineveh, for some time, as he said  "We think about the powers that must be granted to the governorate more than the establishment of the Region . About 60% of the people of the governorate support the idea of ​​ the Region , according to the results of another survey, but it's not of great interest by them , as well as many forces reject the idea. Therefore, we  are  seeking to apply the law of the governorates and central government's commitment to it , so as we do not need to demand the Region, and we are still continuing in the talks. "
The Kurdistan Alliance declared  its position on the establishment of regions in the other governorates outside the Kurdistan Region and the discretion of the impact on the region and the areas in disputed  areas with the federal government. The  coalition of Kurdish blocs demanded  the exception of the disputed areas in the event of governorates declaration of the forming  of Regions, stressing that the announcement of Saladin's region forming is a right guaranteed by the Constitution.
The MP of the coalition of Kurdish blocs Hassan Jihad said in an interview with "Shafaq  News" The coalition calls for excluding the disputed areas in the event of declaration of the governorates of Diayala and Salah al-Din the Region forming of each, noting that "The social structure for the governorates of Nineveh and Diayala are radically different because they contain Many of the components of the Iraqi people in contrary of the governorate of Salah al-Din. "
"Declaration of Salahuddin to form a Region is a right guaranteed by the Constitution," He confirmed, noting that "Article 140 of the Constitution decides the disputed areas fate and settle their affairs."
Thus the situation of political process in Iraq is moving, towards large interactions and new alignments that can not be said about, as to be negative as a whole, as some say. It  probably was a undisputed results  for some applied  policies, as local governments officials say that it is not only in Anbar or Salahuddin or Diayala and Nineveh, but also  in Thi Qar, Muthanna and Diwaniyah, Basra and others as well. They  are marginalized and do not have the required powers and that the allocated funds are not enough . Therefore their governorates are led to services retardation and reconstruction impediment.
Those governorates are encouraged to consider the establishment of the Regions of their own and in fact, some of them thought about it early on, especially the governorate of Basra, and this attitude was expressed clearly by the MP from the governorate of Basra member of the coalition of law state Jawad Albazzoni as he said , "The representatives of Basra will not agree on the forming  of any Region before the Region of Basra."
