said  that the lack of implementation of Article 140, and the apathy of the American forces have caused the creation of problems and terrorist operations in the areas of Diayala governorate , calling for the need to amend the Law of the Independent Commission of elections.

The article 140 of the constitution provides to resolve the issue of disputed areas between Baghdad and Erbil, which were subjected  to demographic changes by the former Iraqi regime. The most prominent of them are the areas of the governorates of Nineveh and Salahuddin in addition to the governorate of Kirkuk. The solution would be in three stages: normalization, and then the census, followed by a referendum among the population on the fate of those areas.

He said in a telegram issued by his office (Shafaq News) received a copy of it "non-implementation of Article 140, and the apathy of the American forces  as well as the default of the Iraqi army have created problems and terrorist operations in the areas of Sa'adia and Jalawla, Qaratapa of Diayala governorate ."

Taiyfur called when he received a delegation from the United Nations Mission in Iraq for the need to amend the Law of the Independent Commission of elections, noting, "This Independent Commission suffers from many problems and the House of Representatives has the intention to form a new Independent  Commission after Eid al-Fitr."
