the formation of regions like the region of Kurdistan to the fore once again. Having the former attempts to form a region in southern Iraq failed and putting forward the idea being refused in the western areas, there have been several governorates claiming the formation of a region and managing it away from the central authority.
Recently, claims of some of the dignitaries and politicians in central and southern governorates to apply  the federal system,  has emerged although they were rejecting the matter strongly before . This  has been considered by several observers as weakness of the central government to provide security and services to those governorates and because of  concentration of management procedures at the center
