as a vice- president of the president Jalal Talabani is the failure of the last to ratify the death sentences, and throwing the responsibility in the sensitive issues on others, while the leading figure of the Patriotic Union of Kurdistan Fua'd Ma'asum denied it.
The head of the Supreme Council Ammar al-Hakim said on Monday, that the resignation of Vice President Adel Abdul Mahdi is a "victory" to the will of the people and "commitment" to the position of religious authority.
According to media reports, quoting Iraqi President Jalal Talabani that he is a signatory to an international document that calls for abolition of the death penalty, and that he is personally against the death penalty and he respects his signature . Some politicians mention that Talabani refused to sign death sentences against 50 of the top "terrorists", and this is not either confirmed or denied by the presidency to the moment.
It is noteworthy that in 2010, Talabani sent a letter to Prime Minister Nuri al-Maliki in which he pointed to the possibility of execution of death sentences imposed on those convicted of the pillars of the former regime without the need for ratification by the presidency
