He criticized the systems adopted in the election, saying that "A closed list and open list are both represented by symbols of political parties and political forces because the first type had the unknown names of candidates, while the second adopted pricing of election that most members did not exceed the parliamentary threshold, , but relied on the voices of winning symbols ".
And that "The recent elections represented the will of the political forces and not the will of the people," blaming "The citizen's responsibility because he they elected political symbols not people to represent them."
He stressed that "Many of the districts, counties and villages were ignored where there was no one of them represented in the House of Representatives," and he gave a  proposal " Of a new system in which electoral districts are to be divided into 325 constituencies and  the number of members of the House of Representatives to include all around the country."
He also suggested The abolition of the Electoral Commission and replace it with a temporary body composed of several ministries and a group of judges to oversee the election and after the end of it that body is dissolved."
The seminar included several interventions demanded  to reform the  current political system as being associated with improving the  reality of  the services and living, and all joints of life, and new legislation for the elections so as not to repeat what happened in the two experiments of the drawbacks and violations, and speeding up a census to install a consolidated database and adoption at the next election.
At the end of the seminar Wa'il Abdul Latif praised the federal regime and the experience of the Kurdistan Region.
