Stability of the areas outside Kurdistan shows its Kurdistani belonging

An MP from Kurdistani bloc stressed on the need of not  differentiating between the Kurds, who suffered exile and displacement, both those who suffered exile in Iran, Turkey and other countries or who were forcibly displaced (in reference to the Faily Kurds). The

issue of their return to the Region causes many of problems but no appropriate solutions could be found to them while they were supposed to be the subject of attention at all stages, but we find that the share is not visible for the displaced people in the draft budget law of 2011.
Ali  Hussein Faily hoped that the draft budget law should be looked at  as a nationalist  project . In the meeting of the Parliament of Kurdistan this Thursday, he  raised important points about this project and discussed the share of areas outside the region and said: "When the projects are national, we must take our situation into account, we are not independent state, and our destiny still depends upon the fate of the federal government and the part of the budget allocated for the people who live outside the region should be put in a way that help them not to feel strangers in their homeland. "
Ali Faily referred  to the report of the Finance Committee in the Parliament, saying: "Unfortunately  the national interest had not been taken into account in the report of the Finance Committee  concerning the allocation of part of the budget to the areas deducted from Kurdistan."

He said : "In sustainable projects mentioned for the year 2011 there are 2334 projects and 543 proposed projects and 692 investment projects for the governorates and they mentioned sustainable projects 23 times which were to be implemented in Khanaqin, but unfortunately there is a regression in the proposed projects for this year as they are only three projects. "
And on the evaluation of the budget Faily said: "When assessing the budget we must take into account several points, including strategic projects that can have positive results in the investment field and have a role in revitalizing the economy of Kurdistan, and here we should not focus only on the set of numbers, but must bear the impacts and outcomes of these projects into account. "He said : "We (the Kurds outside the region) do not have a share in the budget for investment projects, except those expenses allocated to the supreme body for the deducted areas, which amounts to (0.1%) at a time when everybody knows that the investment projects and services offer better services than those provided by these expenditure allocated to the body.
