and they are provided with budgets covering the needs of teachers, furniture, laboratories .The leadership of Kurdistan Region decided  to enact the new law of the  Ministry of Higher Education and Scientific Research to regulate the affairs of the higher education sector in the region, and to provide a viable advancement, progress and independence in order  to allow it to consolidate and strengthen its relationship with the community. Furthermore the restructuring of universities gives impetus to the sustainability and development effectiveness.
It is hoped that this new law focused on the advancement of standards of higher education and scientific research to suit the developments in the region in all fields and levels, and achieve the scientific and rational method, which owns the effectiveness and efficiency to ensure the upgrading and prosperity for this vital sector and its ability to face the  challenges of the era . Also it is consistent with the requirements of development and the needs of the productive sectors in the region, and then only through the mechanisms of clear and specific standards to keep pace with contemporary global new systems away from the classic stereotypes.
