after the former regime had changed it into a directorate  They stressed that this can not be implemented except when  the article 140 of Iraqi constitution is applied .
This came at a seminar under the title (How long will injustice against Mandili continue ) held by the Kurdish House on Saturday, in the Hall of Shafaq Foundation of culture and media for the Faily Kurds.
The director of cultural relations at the Ministry of Culture and Information, Aqeel Mandalawi said  " Mandili need a set of administrative procedures to be returned as a county instead of a directorate to which the former regime changed  and this is the focus of the Ministry of Municipalities."
On the sidelines of the seminar, The member of the Kurdistan Parliament Ali Hussein Faily, said  "The Kurdish policy and the size of the assistance offered by the Kurdistan Regional Government can not be compared with the devastation extent which wrapped the city. There is no  horizon, of  a solution of the problems of Mandili soon , because the issue of its construction  and returning  to the embrace of Kurdistan Region needs a great will and a greater assistance by the federal government and the regional government and the people of Mandili itself as well."
