Shafaq News/ The official of the office of the Committee of Article 140 in Khanaqin, on Thursday, revealed that there is a delay in the work of the Compensation Commission of the Article in Khanaqin and the surrounding areas because of the pleading of the engagement in the implementation of the article,
Adnan al-Mansour told the "Shafaq " for the purpose of completion of the file of these lands and ending the relationship of the newcomers and bringing it back to its rightful owners we had to provide just compensation for buildings and facilities and the role created by expatriates, as well as the plants and artesian wells, which they built. "
"This committee is a speculative Committee to inspect these lands and to identify those assets that have been developed after received by the peasants and estimate the amounts of compensation." He said, adding "the Committee had not met since long and this is a bad thing," stressing that he had spoken "with the High Commission of Article 140 that stated that at present they are engaged in the disputed areas in Kirkuk and after the completion of which we will leverage the work of the Committee of Khanaqin."
"I spoke yesterday with the Director of the cultivation of Diayala and a member of the Committee and decided to visit the representative of the Kurdistan Regional Government in Baghdad, Mohamed Ihsan in either Erbil or Baghdad," He remarked saying they would try to "resume the work of our Committee and activation to return all the land to its rightful owners to be able to use and benefit from it . "
And on the owners of the contracts of displaced Kurds which the former regime, gave to the newcomers Mansour said, "The contracts will be returned together to the last owner when conversion in the period bounded by the July 17, 1968 until April 9, 2003," explaining that "this measure does not include the owners of old contracts who left or sold their land to others before the former regime seized it and gave it to the newcomers. "
