Parliamentary Security marks " legal violations " in the Maliki upgrading of military and police officers

Shafaq News/ The Commission on Security and Defense of the Council of Representatives, counted on Thursday the , recent upgrading of  many of the military and police officers by the General Commander of the Armed Forces Nuri al-Maliki as a violation of the Military Service Law, wondering about the security achievements of those officers who had been promoted to great grades ?The member of the parliamentary Commission on Security and Defense Hamid al-Mutlaq said  to  "Shafaq t News", " last promotions we have seen for many military and police officers by the General Commander of the Armed Forces violate and override the law, because it did not come within the contexts of the Military Service Act."

It is said that Article (1) first - the law of service and retirement of the forces of internal security states: It is not permitted to promote an officer for more than the rank of brigadier who was a graduate of junior high school or equivalent, or intermediate school, police or the Institute for the preparation of police commissioners, and was promoted to the rank of officer.

Second - an exception to item (I) of this article may be covered by the item upgrade (first) to the rank of major general who gets a university degree officially recognized.

Mutlaq said that "there are many talented and dedicated officers that have been ignored while  those who failed to bring security to the Iraqis are  being rewarded and promoted."

The article (16) of the Law on military service and retirement states: the Commander in Chief of the Armed Forces on a proposal from the Minister to upgrade the officer to the rank one higher than the rank of an exception to the provisions of this Act and for one time during the period of service or grant him an excellent service  period of not more than (1 year) in one of the following two cases: -

First - if he has done a heroic or honorable  military pride earn or pay a serious danger during the war or the actual movements or military clashes.

Secondly - if he proves rare efficiency or superiority which is scientifically significant or devotion to duty and service of the army and the country certified   by his close commanders in rank.
