Parliamentary Finance reveal that the political consensus "impede" the final accounts

Shafaq News/ The Finance Committee in the House of Representatives, revealed on Tuesday, that the consensus between the political blocs "impede" the decision against the Ministry of Finance for not submitting the final accounts to the House of Representatives, indicating that the latter since 2003 has not ratified any of the final accounts.The member of the parliamentary Finance Committee Najiba Najib said to  "Shafaq  News", that "most of the political blocs are represented in the Finance Committee, and to take any decision of the accountability of the Ministry of Finance not to send the final accounts to the House of Representatives depends on the political consensus between all the blocs.""The oral answers provided by the Ministry of Finance are not enough, but the documents show the expenditure resources through the provision of the final accounts." Najib explained.

According to Article 62 of the Iraqi Constitution, that the Council of Ministers first,to submit the draft general budget bill and the final account to the House of Representatives for approval.

The head of the Office of Financial Supervision Abdul Basit Turkey Saied had said, earlier, that the delay of the final accounts is due to the delay in the Ministry of Finance to send the public budgets after gathering of public expenditure of the ministries and the institutions, which will delay completion of the accounts in the financial, which is reflected in delaying  also to be  sent to the Office of Financial audit Supervision.

It is noteworthy also that the court recorded some observations made in the accounts until the year 2008 by some institutions that were delayed in responding to the observations of the treatment, which contributed to delays in the completion of final accounts.
