Human Rights Ministry confirms that the High Commission will not be a substitute for it, but "supportive to it "
Shafaq News / "The High Commission for Human Rights, whose formation will be announced by House of Representatives will not be a substitute for our ministry, but a supportive to the ministry to pursue human rights issues in Iraq.
" The spokesman of the Ministry of Human Rights Kamil Amin said to "Shafaq News" .The parliamentary Human Rights Commission, announced on Tuesday, the formation of the High Commission for Human Rights, at the beginning of next year, stressing that it has completed the final measures of the work of the Commission.
Amin explained that "the functions of the Office of Human Rights are determined by the parliament ,and it is independent and not subjected to the counsel of any of the executive bodies."
It is said that the House of Representatives at its previous session, in 2008, voted for the law No. 53 of the Commission establishing and it was endorsed by the Presidency of the Republic on 14 December of the same year.
Amin said "The Commission is composed of 11 commissioners, who are authorized to elect a President of the Commission from among them."
The Parliamentary Commission on Human Rights held last March, a joint conference with the Committee of experts which includes representatives of the political blocs and the United Nations and civil society organizations, and they announced the opening of the nomination before the Iraqis from different disciplines to form the Independent High Commission for Human Rights.
The High Commissioner for Human Rights, assume the functions of receiving complaints of violations before and after the initial investigation into these violations to make sure they are correct and move the proceedings and refer to public prosecutors to take legal action.
