A'arif Tayfur: Democracy for Iraq and federalism for Kurdistan. A'arif Tayfur: Democracy for Iraq and federalism for Kurdistan.
SHAFAQ After the ninth of April 2003 Kurdish leaders began to play a wide role in the Iraqi political arena by moving…
from opposition phase to a new phase. It is the phase of contributing in building the modern democratic Iraqi state. On these issues and what is going on in the arena with many challenges, we had this dialogue with the Second Deputy of the head of the Iraqi Council of the representatives A'arif Tayfur ...
* The issue of Article 140 is still the subject of a tug of war between the Kurdish and Arab parties... It is suggested that this article has been expired constitutionally?
The Article 140 is a constitutional article which is irrevocable and non-expired, because that who talks about the end of its period he is actually talking about the end of the constitution itself. So the article 140 is still valid and its Committees are working well although there are obstacles and there is procrastination in the implementation of its items. It is stipulated in Article 140, that withheld areas from the governorates, including what had cut from Kirkuk, must be returned to Kirkuk and the same issue is in Mosul and Erbil. We insist on the application of Article 140 in the near future. God willing.
* Many political observers pointed to the weak performance of the previous parliament, whether at the regulatory or legislative levels, will the current parliament exceed, the failures of his predecessor?
We hope that the current parliament does its role in issuing legislations and laws, as well as doing its supervisory role on the performance of the government and executive authority. We should not forget that there are a lot of problems and multiplicity of ideas and views inside the parliament, as well as there are strong differences affecting the functioning of the parliament.
* Kurds outside the region suffers from lack of the adequate care by the Kurdish leadership as they say. What are the reasons that cause this attitude, especially concerning the Faily Kurds?
I think that all Kurds not only Faily Kurds outside the Kurdish region are to play a unified role and found their organizations and establish unified and consolidated associations. There are those who have their personal motives, special ideas that have led them to establish organizations that are not the level of the aspirations of the Kurds located outside the region. If they have founded united organizations for the Kurds outside the region they would get good gains and good seats in the parliament, as well as their legal rights.
