Federalism is based on the distribution of powers between the Centre and local governments

Q: What is federalism?
Decentralization means the distribution of powers or competencies between the central government and local governments . It includes 3 stages . They are the administrative decentralization and the political decentralization and the regional decentralization. We have a specimen in Iraq, the Kurdistan Region. The region has got legislative, executive and judicial powers.
* What is the difference between the governorate and the region?
- The governorate is enjoying an administrative decentralization , namely it has got only the administrative and financial powers, but governorates have no legislative powers while the region has got  legislative, executive and judicial powers
Q: What are the advantages and disadvantages of the federalism?
- Federalism  does not have any disadvantage .All what it has are only advantages on the grounds that the state administration can not be entrusted to only 30 or 35 people as the case in the central system .
* What do you think of the experience of the Kurdistan Region?
It  owns  its decision on the contrary to other governorates whose decisions need obtaining the approvals from the Centre first and this will impede their things and disable them . I would like to praise the successful experience of Kurdistan Region in Iraq .
