that "There is an opinion and direction in the Government and Parliament to give amnesty to the prisoners, especially those who have not stained their hands with the blood of Iraqis."
He added, "Those who participated in terrorist operations and stole state funds and the money of  people are not to be pardoned, because they proscribed the blood of Iraqis and wasted their money," adding that "These people will not be included by the amnesty, but it will include those who have committed some mistakes which do not affect public order or property in the state and the rights of citizens ".
