that " Official delegating of the state employees, especially the seniors, is a reflection of the  corrupted aspect of the Iraqi economy and quotas because they are done according to the criterion of nepotism and clientelism," stressing that "If there was a reconstruction plan or a comprehensive development, it would be possible that the delegations to give general benefits. "
He  expressed his surprise of the numerous delegatings , saying "I am surprised by the large number of delegatings that cost the state treasury huge amounts of money!" adding that "It is possible to take advantage of these amounts in other aspects. Furthermore these delegatings have their negative repercussions on the Iraqi street, which  is suffering primarily from poverty and high unemployment. "
