After earning a degree in law from Morocco he earned the doctorate from the Sorbonne University for his study titled (Iraqi Kurds, their history and displacement) with excellent level. In his study he addressed the internal displacement of Kurds within Kurdistan and displacement of the Faily Kurds outside Iraq. Babakhan occupied many prominent cultural positions one of which was the Director of (Oriental Studies) . He published a book about displacement of Shiites from Iraq, 1970-1990  .
