because the Failis have  been a part of the geography of Iraq and its civilization and  intermixture of its population but racist governments dealt gingerly with those who do not speak Arabic as well as those who are loyal to the Shiite sect.  The Faily Kurds have been living in Iraq for a long time before the formation of the modern Iraqi state, but the suffering of this segment lies in the paradox of their old  settlement in Iraq and deprivation from their civil rights and citizenship rights in land and the homeland according to the official accounts . The legal state had put Iraq's nationality law, which is the strangest law of nationality in the world in terms of humanitarian dealing . It  has been developed by the pillars of the monarchy at the founding of the modern Iraqi state under the full supervision of the foreign authority (the British) . The Iraqi people according to that law  was divided into two parts: The first section were the natives who had got  the Ottoman Documents, and the rest of the citizens were of the dependency of Iran . The areas of this segment extended from the Mosque of Suleiman, South Mehran, Sheikh Sa'ad and Ali al-Gharbi . In this geographical area they have  been mixing with tribes of Arabs and because of the loyalty and doctrinal unity, the relationship became overlapped and it was imposed by the neighborhood and the need for coexistence and Shiite harmony especially in the areas southward of Zurbatia and Badra and Jassan and Mandili to areas of Sa'adia and Jalula and Khanaqin in the north . Their language is the Kurdish Lur language .
