Endowments Directorate was Founded in 1840 and on December 1, 1863 the first system issued to manage the endowment was the Directorate of Baghdad Awqaf,with two divisions  annexed to it . They were  departments of Religious Diwaniyah Endowments, and of Karbala, and two sub-divisions, Mandili and Khorasan (Baqubah) sub-divisions . Like the administrative plan division of Basra the British administration divided the Ottoman state of Baghdad 1917 - 1918 into 9 areas ( Sanjaqs) and 31 counties ( districts) and 4 directorates and 7 branches . The counties were of Khanaqin , Mandili and Qazlerbat ( Alsa'adiyyah )

Up to 1930 the department of public works and transportation could complete 10 projects of water in 10 areas . They were the areas of Karradah ,Rasafa, Karkh , Najaf ,Ramadi ,Nasiriyah ,Mosul and Mandili  and Rawandoz and Amarah .
