Iraq: Amendment of Procedural rules Law is an encroachment against the powers of the Presidency of the Republic

Shafaq News / The Iraqia List, counted on Saturday, amending the Criminal Procedure as an "encroachment" against the powers granted by the Constitution for the presidency. The parliament voted in principle the draft Code of Criminal Procedure of Iraq during its third session of the second legislative act of the second legislative year held, on the first Thursday, led by Parliament Speaker Osama Nujaifi and the attendance of 236 deputies.

"The proposal to amend the Criminal Procedure Act is an infringement on the powers of the presidency, in which it expressed displeasure over the matter through our engagement with it." The Iraqia List MP Hussein al-Sha'alan said in an interview with "Shafaq  News"
"the amendment of any law requiring a prior agreement between the blocks, and if there is no agreement on the amendment of the law it can not be passed in the House of Representatives," Sha'alan said , pointing out that " If the presidency is reluctant to ratify the death sentences of those convicted we can reach an understanding with it without involving the House of Representatives in this matter. "
The coalition of law state seeks to amend the Code of Criminal Procedure to speed up the implementing of the death sentences against the convicted criminals.
According to media reports, quoting Iraqi President Jalal Talabani that he is a signatory to an international document that calls for the abolition of the death penalty, and that he is personally against the death penalty, and he respects his signature  . Politicians indicated that Talabani refused to sign the death sentences of 50 of the top "terrorists", which is not confirmed or denied by the Presidency to the moment.
The President of Iraq Jalal Talabani authorized Vice President 13/6/2011 Khudair Khuzaie to sign the death sentences.
